Pre-Start Health and Safety Reviews (PHSRs)
- In accordance with Section 7 of Ontario Regulation 851, R.R.O. 1990 under the Occupational Health and Safety Act (R.S.O. 1990), a Pre-Start Health and Safety Review (PSHSR) is mandatory before any new, modified, or retrofitted machinery or process is commissioned in an industrial establishment.
- Quintil Engineering’s certified professional engineers conduct comprehensive PSHSRs to ensure that all machinery, protective devices, and systems meet the required standards of design integrity, safety, and compliance with applicable provisions of the Regulation for Industrial Establishments.
- Our PSHSR process includes a detailed engineering review of electrical, mechanical, pneumatic, and hydraulic systems, including machine guarding, interlocks, safeguarding devices, lockout provisions, and ergonomic design. The resulting engineer-stamped report identifies deficiencies, prescribes corrective actions, and validates compliance upon completion.
Typical equipment requiring a PHSR includes:
- Safeguarding devices (light curtains, area scanners, two-hand controls, interlock systems)
- Racking or stacking structures
- Processes involving flammable liquids, explosive dusts, or ignition hazards
- Lifting devices, travelling cranes, and automotive hoists
- Foundry operations or facilities handling molten metal
- Processes producing or using designated substances exceeding occupational exposure limits (Regulations 833–846)
PHSR Procedure
- Preliminary site visit and data collection
- Review of mechanical, electrical, hydraulic, and pneumatic drawings
- Verification of installed safeguarding systems
- Comprehensive risk assessment and hazard identification
- Documentation of deficiencies and engineering recommendations
- Preparation of a PHSR report stamped by a Professional Engineer (P.Eng.)
- Post-correction verification and issuance of final compliance certification
